second character

i was wondering if i should make a new account for my second character or would i just RP both of thum on the same account?

You should just make a new account it makes things much easier.

How can i create new account?when i create i need to put e-mail address and when i put mine it says it's already used by another user(my user-Kira).And one more question....Can my second char be jounin,pls i begg ,and i see there is few jounins online and only leaf jounin i know is Washi...pls can i do that?

Only if you have special permission from the Kage of whatever Village you're attempting to join.

No. There are a few Jounin in Sand.
