perk for no bloodline

ok so my idea is to give a perk for people who chose not to have a bloodline like 1 or 2 D-ranked jutsu just so we are not overrun by a bunch of different bloodlines, and maybe something ells to make people want to not choose a bloodline.

I guess that sounds like an ok idea, but what the Perk would be I have no idea on.

I don't know aether we could offer extra yen to start with, extra starting jutsus, or umm i cant think of anything ells i might later but right now im drawing a blank.

ok so i got it my idea is as falows

starting AS students with out a bloodline limit can have 2 D-ranked jutsus and start wit 5,000 more yen then those with a blood line.

That would make sence considering they wouldnt have such a famous blood line.

Hm... It doesn't seem like a really good compromise. Overall Clan members spend less Yen since their Clan jutsu are cheaper that other jutsu. And they get the added bonus of special abilities.

I think that it should be a bit stronger.

And the person could never gain a bloodline. You know that some people would try that.
