How does the D-rank cost more chakra than the C-rank.

I had assumed perhaps the ranking system involved combat application as well as chakra consumption. The C-rank, while harder to use, is very rarely useful in any combat situation, and is more of a steady heat up of the hand than anything else, where as teh D rank requires a fast, burst of chakra. you lost more fuel if you burn it all in a quick flare than you do with a slow fire, thats the principle i was considering... IF necessary i can switch them
